Introduction

Quality Correctional Care is a correctional healthcare organization based in Indiana, US, founded by Lisa Scroggins after years of watching people cycle through the correctional system without access to the care they needed.

QCC takes a holistic approach, addressing not just medical needs but mental health, addiction treatment, and the underlying factors that keep people from moving forward.

Today, the organization operates across 65 county jails in Indiana with around 350 team members, including nurses, social workers, and clinical site leaders, all working to give the incarcerated and underserved population a real path to a better life.

The Challenge: When a Distributed Team Has No Secure Way to Communicate

With staff spread across dozens of facilities throughout the state, QCC faced a serious challenge: building a connected team across the state, and making sure every clinical conversation stays compliant.

  • No Secure Channel for Patient Information: Clinical staff regularly need to share sensitive patient details as part of their daily work. Standard text messaging is not secure for clinical information. Email doesn’t meet HIPAA requirements. Neither was an acceptable option for a healthcare provider where patient privacy is non-negotiable.
  • A Team That Felt Disconnected: With staff spread across the state, nurses and social workers working inside county jails needed to feel supported and part of something bigger than their individual site. Without the right tools, that sense of belonging was hard to build.
  • A Previous Platform That Wasn’t Good Enough: QCC had been using another team communication tool, but it had reached the end of its useful life. The team needed something more capable, more user-friendly, and built for how a dispersed clinical organization actually communicates.
"Security is a big difference. We know that text messaging is not a secure communication tool; it's not appropriate for clinical information." — Billy Hall, Chief Strategy Officer

The Solution: Why Zenzap?

QCC needed a HIPAA-compliant team chat app that clinical staff would actually use, one that was intuitive and easy to use from day one while giving the organization the security and compliance controls a healthcare provider needs.

They chose Zenzap because it gave the entire team a single secure place for all internal communication, one that met every regulatory requirement and was easy enough for everyone from the corporate team to the most remote site nurse to use.

"Zenzap complies with all the regulations and laws that we needed it to comply with to allow us to freely, openly, and honestly communicate with one another." — Lisa Scroggins, Founder and CEO

Key Features in Action

HIPAA-Compliant Clinical Communication

With Zenzap, QCC's clinical staff can share sensitive patient information directly in the work chat without compliance risk. Nothing is saved to personal devices.

Everything stays contained, secure, and inside the organization's control. For a social worker sharing details with a physician or a nurse escalating a clinical concern, that protection is not optional.

"When I am reaching out to the doctor, I am giving patient information that's very sensitive." — Leah Marsden, Social Worker

A Connected Team Across Every Facility

Zenzap gave QCC a single professional team communication tool that works across all 65 facilities.

Corporate leadership can stay connected to site nurses. Clinical site leaders can support their teams in real time. The distance between the home office and a facility in another part of the state no longer gets in the way.

"Zenzap offers a really convenient, efficient way for us to stay connected even though we work really far apart." — Billy Hall, Chief Strategy Officer

Working Hours Controls That Protect Personal Time

For clinical staff who carry heavy workloads and emotional demands, the ability to set notifications to work hours only, unless specifically tagged, means urgent messages still get through while routine communication stays out of personal time.

For a team doing some of the hardest work in healthcare, that boundary matters.

"I'm able to set my alerts to only notify me during work hours unless I am specifically tagged in a message. That way it kind of helps create a better work-life balance." — Julie Wetter, Clinical Site Team Leader

The Impact: A Clinical Team That Feels Connected, Compliant, and Supported

Switching to Zenzap changed how QCC operates across its entire network of facilities. The team is more connected, patient information is protected, and staff can do their jobs with the confidence and support they need

  • Patient information is protected. Clinical staff communicate openly about the patients in their care without compliance risk. Sensitive information stays off personal devices and inside a secure, controlled system.
  • The team feels connected despite the distance. From the corporate office to the most remote county jail, every team member has a direct line to leadership and colleagues, and the sense of belonging that comes with it.
  • Staff can switch off when the day ends. For a team working in high-stress environments with complex patients, protecting personal time is not a perk. It is a necessity. Zenzap makes that possible without anyone missing something urgent.

Conclusion

Quality Correctional Care is doing some of the most meaningful and demanding work in healthcare, reaching people who have often never had access to real care and giving them a genuine path forward.

Doing that work well across dozens of facilities and hundreds of team members requires internal communication that is secure, reliable, and built for how clinical organizations actually operate.

Zenzap gave QCC exactly that: a HIPAA-compliant work chat app that protects patient information, keeps a distributed team connected, and respects the people doing the work.

"It is a big difference for us to have a secure, confidential, HIPAA-compliant platform that we can communicate efficiently and effectively about the patients in our care." — Billy Hall, Chief Strategy Officer
